@davidallengreen well... obvs impossible to know what might be propaganda, but - from what I can gather - Ukraine's approach to tech throughout the conflict has been characterised by this kind of adaptive, bottom-up innovation (from both citizens and official/unofficial military), wch is a v different kind of warcraft to the ARPA/lab-driven school of innovation. I suspect the impact of that will be much more consequential than many commentators realise.
