Ok thats a bit strange. You are the first person to experience this then as far as I know, and the only one who had a problem at the time. Is it resolved now or has it been an ongoing issue? I can investigate if you have a time and date it occurred. In the future let me know when it happens at it is easier for me to investigate if it is actively happening.
So sounds like your ISP is blocking QOTO maybe? does the domain name resolve.
