When framing a problem, we define what we believe its cause to be along with the conditions that will indicate the problem has been solved.

No IT professional wants users of their systems to be unproductive and complaining.

IT professionals in schools have deep knowledge of IT and strategies for keeping business users productive and content, but they find those strategies are not as effective in schools.

When doing phenomenological research, we seek to accurately describe what happened so we can analyze it. It is fundamentally different from experimental research.
