An investgation covering 19 US cities -- including Seattle and Portland -- found that CenturyLink, Verizon, AT&T, and EarthLink routinely offer slow internet speeds to poorer neighborhoods for the same price as they offer higher speeds in other areas.

In two-thirds of the cities where there was sufficient data to compare, the worst deals were offered to the least-white neighborhoods, aligning with former redlining boundaries.
