Investigando, veo que es un senador demócrata y que lo que está haciendo es intentando poner a los republicanos ante un espejo, parodiando las leyes que están sacando regulando lo que las mujeres pueden hacer o no en temas reproductivos/sexuales.
Vamos, que no va en serio; realmente es más una sátira que un proyecto de ley.
La forma es peculiar, pero no va desencaminado.

Beware: I write code, not fiction.
Very hard question. I have tried may tools for note taking and brainstorming, and never found the right one for me. It's a very personal thing. Each one of us organizes his ideas in an specific way, and finding a tool that fits that way is nearly impossible (unless you make it).
I would be tempted to recommend some very configurable tool, but personally I find that tends to make me spend more time configuring than doing, because I am a perfectionist and, even worse, I tend to adapt my way of thinking to the project at hand.
There is people that tends to conceptualize things like a tree, where each idea hangs of another one. There is people does it like a cloud, where any idea can be connected to any idea, with not much structure.
There are many writer tools (free and non-free) around, I imagine you have tried many of them and know them better than me.
I found myself tending to create tree-like structures, and found that usually tree based tools tend to be too busy for me, and I tend to lose my focus with them, so I ended using the folding features of a text editor to create my notes, creating subsections using tabs, and hiding or showing things using folding, so when I think about something I can see all the relevant items at a glance with no effort. I simply hide with a click what I don't need. And making radical changes is usually as easy as cutting and pasting, and use the tab key as needed.
Probably not your cup of tea, but I don't really know how your process work.
For example, answering questions back an forth sounds like the perfect work for a chatbot; but, since you don't want LLMs, I assume I'm not getting your meaning.

Linus Tech Tips: There was a recent thing from a major tech company where developers were asked to say how many lines of code they wrote, and if it wasn’t enough, they were terminated. And there was someone here who was extremely upset about that approach to measuring productivity because it means nothing.
Linus Torvalds: Oh yeah, no, you shouldn’t even be upset at that point. That’s just incompetence. Anybody who thinks that’s a valid metric is too stupid to work at a tech company.

Pues imagínate el efecto en gente que paga por ello, teniendo así una versión más fiable (y, por tanto, más creíble). Suma a eso que, cuanto más pagamos por algo, más tendemos a creer que es estupendo.
Personalmente, el peloteo servil de los LLMs me pone de los nervios. Que sus dueños adoren que una máquina les trate así me dice todo sobre el tipo de personas que son.

Science y Nature se han sincronizado para sacar un par de artículos científicos bastante interesantes, ambos en la misma dirección.
A estas alturas nadie debería estar sorprendido al escuchar que al utilizar los modelos extensos de lenguaje (LLM), esos que todo el mundo llama IA —ignorando que la IA es algo mucho más grande y esos modelos son solo un tipo, probablemente, uno de los más problemáticos y menos útiles—, las capacidades cognitivas del usuario se ven inhibidas, el pensamiento crítico se reduce, y los sesgos que los LLM arrastran —que son muchos— se ven perpetuados y retroalimentados a través de esos usuarios.
Bien. Pues aunque este nuevo descubrimiento publicado en Science y en Nature es algo que merece ser estudiado, y viene bien que existan evidencias en este sentido, yo creo que a estas alturas de la película no sorprende a nadie.
El asunto es que, según describen en los estudios, la gente que se fía de los LLM se ven tan profundamente persuadidos por ellos, que incluso pueden alterar su pensamiento político. Dicho en otras palabras, los chatbots estos podrían emplearse para manipular la intención de voto de la audiencia mediante técnicas de persuasión. A los autores de los estudios les preocupa, y no sin motivo, el papel que los LLM puedan jugar en las elecciones futuras.
Y si bien los estudios no son suficientemente escalables —los participantes se inscribieron voluntariamente, y en el caso del trabajo de Science, bajo remuneración; además, geográficamente también son limitados—, sí que ofrecen un indicio claro de riesgos evidentes.
