With my comment made on github.com/github/feedback/dis i reclarify my previous proposal of banning russian access to free software:

The end-goal is to avoid the use of critical software that enables russian military to continue in their unjust aggression against sovereign countries such as ukraine.

The onion routing is very important for security, privacy and to avoid censorship where i don't oppose access to e.g. my fibonacci function in rust, but steps to restrict access and implement Know Your Customer ("KYC") should be taken until this conflict is over for critical repositories such as linux as that is what enables the whole coordination of the army (see astra linux).
