I don't know how many out there know about this but it seems to be a somewhat common issue with SMS. One method of resolving it is to use "minicom -D /dev/ttyUSB2" to clear the modems cache.
What worked for me was this::
sudo mmcli -m 0 --messaging-list-sms
^^ this lists the sms queue; the 0 can be replaced with 0-3 iirc.
sudo mmcli -m 0 --messaging -delete -sms=1
^^this deletes a specific sms message in the queue and will allow further messages to come in. Further info about "mmcli" available here::

After deleting a bunch of messages, i still wasn't getting all the messages i was expecting- but i got most of them. What ended up bringing the rest in was simply visiting::
NetworkConnections > MobileBroadband > Broadband
