Meanwhile- many businesses in the US are facing a shortage of staff as people stop working altogether.
Rumors are that legislation will soon pass that unless people prove they were actively job hunting, they'll have to pay back unemployment via tax returns.

I've heard many reasons- I'm not sure on a single generalisation.
The formerly unemployed I know if personally are taking advantage of the openings being made.
I wouldn't be surprised if immigrants, refugees and other desperate people started picking up where other people left off.

That is understandable if people locally won't fill the roles you have to look elsewhere at people who will fill those roles / positions.
