Unfortunately, it's somewhat vague (it doesn't mention which authority was involved), so it's hard to say if it wasn't that weird "age verification" guy (I think the situation with him was sorted in the end?)
In a sci-fi, it is a convenient device for saying "This civilization is really advanced."
If you're not familiar with a Dyson Sphere, it's the maybe unrealistic idea of building a shell around a star to capture the energy emitted by it.
The Dyson Swarm idea tries to make that idea more plausible by having a swarm of satellite like things capturing the energy emitted by a star.
I'm seeing these two ideas popping up in sci-fi novels now.
