I've come to the conclusion that while hummingbirds aren't particularly afraid of anything, they don't like the situation to change while they're at the feeder.
I can be working in the yard on a weekend like this, a hummingbird will fly right up to me, look me over, and then go to the feeder. But if I walk away it will fly away. If I'm not there when it arrives and then walk up, it will fly away.
But as long as nothing changes after it's cased the joint, it's fine with pretty much anything. Including a cat sitting four feet away and not even trying to keep still.
I don't understand why anyone allows a server or network appliances to access the web by default. If you need to update it, or if as part of its functionality it must dynamically access some specific remote content, either populate your own update server and do it from there, or enable a firewall rule or a route to only the approved remote address.

Arizona has no such laws. In fact it offers tax incentives to encourage rainwater harvesting.
You might be thinking of a company that bought some farmland with an existing Colorado river water allocation, in order to divert the water to a suburban development. Definitely a manifestation of screwed up water rights but not really related.
@kagan There've been cases of countries selling their water systems to foreign companies, and then at those companies' behest making it illegal for citizens to even capture their own roof water.
So while it sounds preposterous to "own the sun", it is not beyond the realm of possibility that a captive government could make it illegal for citizens to have solar power collectors of their own.

Llangrannog, its cliffs, and the peninsula of Ynys Lochtyn offered some of the most otherworldly and dramatic coastal scenery I've ever witnessed.
Who knew the Ceredigion area of mid/west Wales offered all this?
