You pay taxes on everything you buy, what's special about cigarettes?
So for the symbolism that individuals can stand and be problematic (like holding up police vans, or cycling in the middle or busy main road)
I don't claim the politics that much that the physical presence or mental perseverance - it does matter.
Some comments I got from another page:

You know what? This shows more the restraint of the army than the heroism of the individual.

- Was massively pushed as product to support war initially and directly,
- Women's liberation / Suffragettes / Feminist hijacking propaganda (do your bit / support the men type stuff)
- Fashion
- Movies
- Higher taxes (= higher duty)
- Same setup in each country / template for war
Similar to alcohol etc.. very lucrative and system supported.
