I grew up a few km away from the border to France. My classroom was 100 meters away from the Rhine. I was in 9th grade when they opened the borders. I was in 12th grade when they introduced the Euro. Visiting other countries in the EU suddenly felt truly magical. "Fuck you" to all politicians in this country who are currently destroying this magical idea for pure populism, to appease some fascists. It's all about staying in power - as if that helped - and I couldn't despise them more for it.

Making some fraction of the money be awarded by lottery might be a pure upgrade of the system... just keep some quality gates. Probably also some limit on how many proposals you can submit, but the exact rules could be tricky if you want to balance out the chances of groups that are already rich.

Since the rebate is part of Russian law, presumably the state pays some accountant to estimate the value and then halves that.
How good that initial estimated valuation is, is anyone's guess: valuation is always just black magic, see banks estimating it made sense backing the Twitter buyout.

I never understood why Ukraine saw it as better when western companies transferred wealth to Russia in the big lump sums provided by these very rebated sales, instead of following the previous strategy of trying to extract profits while minimising taxes paid.

@hellpie It’s more an issue of engineering teams being both conservative & dedicated, I suspect.
There are many ways a space mission can fail (& many have), so every piece of the team holds margins on their components, & the project manager holds additional mission-level margins.
But because they all want to do the best possible job & not be the cause of failure, they often all come in well inside those margins, making the mission far more performant than the conservative estimate.

Ça m'avait échappé: L'ex-dircab de Darmanin, Jérôme Fournel (dont je vous révélais qu'il a été placé chez Barnier à Matignon) est mis en cause pour avoir aidé le PSG à ne pas payer des dizaines de millions d’euros de taxes contre l’administration fiscale. En toute logique, il a donc été promus par Macron.
