While I agree with the central point, that people in power can use the phrase in deceptive ways, I think the claim this is _always_ true overstate things in an unhelpful way.

I'm pretty sceptical that the timing is intentional; this is an administration that thought invading Ukraine to change the president was a smart plan and organised like two unconvincing false flag operations as an excuse.

To me launching 19 drones that don't do anything in particular is more indicative of someone in Russia really screwing up: too many for a warning, too unaimed for an actual attack.

On our side there is a tremendous amount of people who will ascribe devious and subtle plans to any hard to understand act by the Russians, because apparently "stupid and careless" will not do as an explanation.

Think back to all those people who had ready explanations for why Russia blew up Nord stream, what are they saying now about how their theories held up?

Fun fact about the Handbook of Mathematical Functions. You know who wanted to kill this project? Republicans. Why? The mathematical tables project under NBS was instigated by the Works Project Administration (WPA) under FDR which was widely criticized by Republicans as being Communist.

"When Computers Were Human" by David Alan Grier* is a fantastic book that details the history of the Handbook of Mathematical Functions and the work of Irene Stegun and Milton Abramowitz. It's a wonderful and fascinating book that provides a ton of context for the transition from human to electronic computing. Programming was done for decades before electronic computers existed but you wouldn't know that from the way computer history is taught. Looking at who was doing that work explains a lot about why it's not typically taught as history. press.princeton.edu/books/pape

I think it's just a general fact that the words people _actually_ say are much much more confused and stuttering than what the brain tells us it hears.

That said it is well possible that she's extra unclear here, even if the transcript would have been edited for clarity.
