Pro tip: judge a town by how friendly and healthy its stray animal population is. If they are happy and friendly so are the people, and you are probably safe.

Since ive been in Egypt's Sinai Peninsula every single cat and dog has been so friendly. They come up to me and want pets, cuddles, and of course food. Thry never seem scared or overly cautious, and while they may be a bit on the skinny side they mostly seem pretty healthy for strays. It is no surprise the people are friendly and if you stop on any curb or random bench to sit it wont be long until the closest egyptian will be offering you a free tea while you wait. They truly are a lovely culture here.

@freemo iirc Arabs have something in their culture about not mistreating animals so that may not be a good indicator over there since from your statement we could end up making the generalization that all Arabic countries are safe which we know isn't the case thus, your statement is wrong. Proooff by contradiction.

Their religion also tells them to treat other people with kindness. So if there is an arab country where people are abused and unsafe it is likely they arent following their religion with regards to animals either. So my hypothesis likely would still hold up in other arab countries.
