A dystopian concept is that raising plant life of any kind would be an attempt to flaunt status. Think 'Do Robots Dream of Electric Sheep' novel guidelines.
I never read that one, but I saw the movie. I don't think that made it into the movie though.

I remember that scene and the owl, but I don't think I could ever infer the plantlike=opulence notion from that scene. I'd need to read the book to get that.
the overall concept(not specific to plants) has been recurring in scifi- mostly in cyberpunk/futuristic genres
life is considered valuable
plantlife is vulnerable
animals are endangered
humans are innovative

In BladeRunner, everyone is subject to some sort of arificial-assisted/enabled method. 100% natural birth/creation is assumed not possible.
