北約單位警戒俄羅斯的目標看著比歐盟面對中國分化要來得清醒, 但操作上有些緩不濟急的慢效率：
"建立共同對應外來混合戰威脅能力，已經成為歐盟與北約之間合作的主要領域之一。在這方面北約已制定了對歐洲國家抵抗外部影響的統一標準，透過北約和歐盟的共同雙邊合作努力，對抗俄國或其他國家的資訊戰攻擊。
2017年幾個北約盟國和歐盟成員國在赫爾辛基舉行會議，正式同意在芬蘭首都建立一個應對混合威脅的歐洲卓越中心。當時共有九個國家簽署備忘錄，分別為：芬蘭、法國、德國、拉脫維亞、立陶宛、波蘭、瑞典、英國和美國。"

北京遲遲不表態以避免外交上更形掣肘:

Meanwhile, China has been building a vast network of pipelines in Central Asia to secure its supplies of oil and gas, and diversify the source of its suppliers. Many countries that those pipes go through are former members of the Soviet Union. ]
