(1) First of all, it's a pie chart.
(2) The total is greater than 100%.
(3) The relevant categories are today, last year, and... the year 1997?
(4) The margin of error (MOE) is listed as the source.

@freemo @peterdrake I think these are supposed to be three different slices of three different pies.... It's just formatted terribly and stupidly.
