I guess that Apple or Meta etc could close down their UK operations and institute UK account blocks but that would force the government to back down, unless the government actually want rioting in the streets.
The whole International scope aspects are a hollow and empty threat to large non-UK tech businesses. It's in the perview of the diplomats to handle as a bargaining point.

Are they UK based? I believe that the US indicated they won't be cooperating with any requests under the act.
