I still think the solution is simple: alliances that promise to block any instance that blocks anyone in the alliance, problem solved.
Obviously there would need to be much more to it in terms of who is allowed into or out of the alliance and under what conditions.
But in the end that functionality I see as the piece that would make any alliance have value. It will likelt lead to divides, yes, Thats fine by me, at least you can judge more easily how trigger happy a instance is by the size of the alliance their in. I think you will find all the extremist ones will be in small isolated aliances blocked by everyone with no voice. It wil create a system where the large alliances, by their nature, are the slowest to block.
It will ensure that blocking has a penalty for your server if you do it.
I'm not sure that will happen so long as there are no consequences for that action.

First impression is that that proposal would lead quickly to more insularity.
I think the Alliance / Guild concept could be more than that. That aspect could be part of it, besides other things.
