@Pat Huh, that's weird. I clicked on the link in the Wikipedia article. It works -- because even though the text in the article says publichealthemergency.gov, the link is to phe.gov.
So: the site works, but the Wikipedia article give the wrong URL (weirdly, only in the text).
publichealthemergency.gov is the name of the site.
