I didn't get this at first. You need to be very observant.

I've seen that character around before but I have no idea who or what it is or what it means, or its origins. Can anyone fill me in?

I found out where that meme character came from...

He is from a children's TV show that ran in Japan between 1959-1988, kind of a Japanese Sesame Street. The show was syndicated in Latin America in its final years and, according most sources, that dubbed version of the show is where the actual meme images came from, which first appeared in Spanish-speaking social media.
