你參戰,所以你有權投票,很簡單,因為城邦需要你的戰力,而城邦的政策又影響到你在戰場上的生死,投票權就順理成章的產生。
公民是古代城邦形成戰力的要素,權利是令城邦能保衛自己的原因。政治與軍事權力和義務是雙生的。

東方的百姓,只等於西方的奴隸,或者現代一點的說法,「納稅人」,他們在社會的主要地位就是納稅服役,提供勞動力和物質財富。而他們的權利呢?不太有,勉強就只是弄出法律令他們不要互相殘殺得太離譜。他們不擁有政治權力,也不是土地的主人,自然地,他們也不太認為對於王朝有任何責任,只是沒有機會,但一旦機會來了就會樂意推翻統治者。而且將所有責任推到統治者頭上,把他們全家殺光。

這種「無責任」是百姓的特徵,而無責任源自無權利,而公民則汪重責任與權利的均等,成為百姓是被迫的,成為公民是自願的。所以百姓與公民根本是兩種不同的東西,"
