"中國全國人大之前審議批准的一項決議訂定，債務率不超過100%為地方政府債務的整體風險警戒線，即地方債務餘額最高不得超過地方綜合財力水準。
但目前已有9個省分超過100%的臨界值。常年居於債務率前2名的貴州和內蒙古之後，分別是遼寧、寧夏、天津、青海、雲南、吉林和湖南，除天津和湖南外，均位於東北和西部地區。
這9個省分的財政平衡率（一般公共預算收入/一般公共預算支出）普遍低於50%，青海甚至不足20%。
然而，即使暫時未超過警戒線的省分中，大部分財政平衡率不足50%。實際上，中國大陸僅8個省分的財政平衡率超過50%。
2019年，中國財政部曾公布36個省（自治區、直轄市、計劃單列市）的財政困難係數。其中，27個地方的財政困難指數超過50%，其中還包括經濟大省廣東和山東。"

澎湖這邊也遇到了找漏洞：
