恭喜魔法部獲得天賜良機~
"外交部發言人劉永健今天在例行記者會指出，駐義大利代表處因現有房東的財務狀況不佳，被羅馬法院宣告進入法拍程序，外交部今年6月獲知後，經評估認為是現有館舍「轉租為買」的適當時機。
劉永健表示，外交部依政府採購法提報館舍購置作業，由於機會突然出現，未編列於今年的預算，經報請行政院同意，依預算法相關規定動支第二預備金參與法拍並順利得標。"

"新聞背後同樣蘊藏越南「竹子外交」哲學。檢視越南的電子簽系統，台灣被顯示成China（Taiwan）。越南堅守「一中」，於是把台灣寫成「中國台灣」一點也不意外，但再比較香港與澳門的名稱後，好像又有點玄機。
原因在於，系統上找不到China（Hong Kong）或China（Macau）的選項。原來，香港、澳門與中國一樣，統統只能選China。做為曾經跑了6年中國新聞的記者，這個小細節啟動了內心「一中辯證」的開關。
思考的是，外交講求對等，若按China（Taiwan）的邏輯，奉行「一中」的越南怎麼沒把港、澳顯示成China（Hong Kong）與China（Macau），難道是護照格式不同，為了系統運作才將中港澳與台灣分開？
倘若不是技術問題，越南沒直接把台灣與港、澳同樣劃歸為China，而是在Taiwan前面加註China，讓China（Taiwan）與China在系統上並列。一向跟著中國唱和「一中」的越南，為何留下看似「一個中國」，但「內容不同」的模糊空間。"

碧桂園這下很有可能成壁櫃了:

全球新興市場所面臨的匯率與利率兩難困境:

更大的鉗型圍陣正在鏈結中:

臉書對中國認知作戰的評論:
"Meta全球威脅情報事務主管尼莫（Ben Nimmo）表示：「我們估計，這是我們所知今日世界上範圍最廣、產量最多的暗中影響力作戰（又稱認知作戰）行動，不過並未成功。」
尼莫還說：「我們持續能夠確認，這項垃圾訊息偽裝行動，與中國執法單位有關聯的個人掛鉤。」"
全球各國也在爭奪稅賦這項資源:
"合併營收7.5億歐元以下的企業，有望維持現行12%稅率；7.5億歐元以上企業，將適用15%稅率。
另外，全球最低稅負制的2大核心「所得涵蓋原則」（IIR）、「低稅支付規則」（UTPR）遊戲規則複雜，財政部官員表示，實務上台灣可能無法一步到位，因此中期會評估是否導入類似「自保」的措施。
所謂自保措施，財政部官員說明，也就是合乎OECD標準的「合格國內最低稅負制」（QDMTT）。在此機制下，可使低稅國政府得以優先保留課稅權，避免被其他國家依據IIR或UTPR規則把稅課走。"
"原本中國提出、不需印尼國家預算的方案，也遭打臉。中國當年以保證無須印尼政府出資或擔保、由兩邊企業合作籌資的方案，獲得標案；但如今高鐵造價飆高，印尼政府也被迫投入預算。2021年，佐科威允許動用國家預算支應雅萬高鐵工程，立場改變受到質疑。
另外，中國今年4月同意將雅萬高鐵的貸款利息從4%降至3.4%，仍然比當年日本提出的0.1%高出許多。"
臉書報告關於中國執法單位操控帳號從第十一頁開始，除了點出網軍規律的行為模式，也分析出了中國政府網軍蔓延到其他平台出沒：
＂The websites and forums used by this operation are remarkable for their diversity and geographical
spread: we’ve identified over 50 platforms and forums where we assess this campaign was active.
Beyond posting on Facebook and Instagram, Spamouflage made heavy use of Medium, X (aka Twitter), Reddit, YouTube, Vimeo and Soundcloud. It ran accounts on Quora - sometimes replying with pro-China comments to questions that had nothing to do with the topic. It posted hundreds of
cartoons on Pinterest, Pixiv, and art website artstation[.]com.
We also identified likely-Spamouflage accounts on TikTok, Blogspot and LiveJournal, and the
Russian platforms VKontakte and Odnoklassniki. Further afield, we identified likely activity on Nigerian forum Nairaland[.]com, Indonesian forum kaskus[.]co[.]id, Chinese financial forum
nanyangmoney[.]com and Australian local forum Melbournechinese[.]net.
臉書自己出的報告證實中國政府網軍鎖定台灣為目標:
"在臉書的報告中，他們從2022年底開始追蹤，到今年上半年就刪除了接近八千個臉書帳號、一千個專頁，數量史上最大。這堆帳號是從中國各地一些特定可以連上臉書的地方來的，每周一到五有三波發文時間（早上九點、下午五點、晚上八點），以及午餐、晚餐各兩小時的休息，臉書說這些帳號操控者背後可以連結到中國的執法單位。
臉書也提到，這些帳號透過社群網站散佈中國大外宣到世界其他地方，第一個提到的就是台灣，而在舉例時也提到數個台灣的例子，包括蔡英文亂政、以及裴洛西竄訪等，其他例子包括新疆美好美國很壞等。這些帳號還同時會去找大量的越南、孟加拉以及巴西假粉絲來衝人氣，衝到一百三十萬的粉絲數。"
今年報告以台英雙方主體性的推進比去年更確實:
"外交事務委員會說：「如果不是為了避免冒犯（中國共產黨）而過度謹慎，英國能與台灣發展更緊密的關係。英國應該鬆綁對誰能與台灣官員互動的自我限制。美國與日本已經展現出，即使在最高階層，仍有可能進行溝通。」
外交事務委員會表示，倫敦應該與東京和台灣攜手，在網路與太空防禦能力方面展開3方合作。"
中國找到新的核電工業輸出市場:
"China National Nuclear Corp., a state-owned company known as CNNC, has bid to build a nuclear plant in Saudi Arabia’s Eastern Province, near the border with Qatar and the United Arab Emirates, the officials said.
Saudi officials acknowledged that exploring the issue with China was a way of goading the Biden administration to compromise on its nonproliferation requirements.
The Saudi officials said they would prefer to hire South Korea’s Korea Electric Power
Corp., or Kepco, to build the plant’s reactors and involve U.S. operational expertise—but without agreeing to the proliferation controls that Washington generally requires. "
印度正努力試圖擴大製造業的出口能量:
