In Germany we have a saying "vom Regen in die Traufe” in English they say: “out of the frying pan into the fire” and it seems migrating from #twitter looks a bit like it. ;-)

I'm not so sure about the necessity of a council or such. Even a council is a central instance at least on an organizational level.
To my understanding a #decentralized network needs a common protocol as a foundation, from there on it should be able to function without a controlling instance. A "council" might only be necessary to further develop the underlying standard, but this is not the same as centrally controlling everyday operation. There are a couple of examples like email or matrix that show it works.
To me, the whole central steering of wo is to block and who not is pretty mastodon-specific and seems "Twitter-driven", as people try to find solutions to problems that did drive them away from Twitter. I trust this will fade out over time.
