The textual rendering/association as :ashokachakra: would be fine; i.e. :ashokachakra: should get rendered as the emoticon.
The chakra, apart from being a symbol ensigned on the Indian flag, is also considered sacred by the Dharmic faiths, particularly Buddhism.
