The textual rendering/association as :ashokachakra: would be fine; i.e. :ashokachakra: should get rendered as the emoticon.
The chakra, apart from being a symbol ensigned on the Indian flag, is also considered sacred by the Dharmic faiths, particularly Buddhism.

@freemo I compressed the original (https://commons.wikimedia.org/wiki/File:Ashoka_Chakra.svg) to 16x16. Seems like quality has degraded to an extent that it is no longer recognizable. But anyway, let's see how it looks as emoji. There it is.
