Short answer to your question in the second paragraph: No.

Diversity by itself means nothing. The only reason to build a society without discrimination based on things that have nothing to do with job performance is to stop keeping track. It should be nobody's business what an employee's race, gender, religion, sexual preference, or any of the other political identities are.

If a business owner decides to forbid employment to black people, nothing you can do will dissuade him. He'll just have to lie better, if you try to track that, and try to blame him for his choice. Sure, the government should be forbidden to discriminate, but the unintended consequences of tracking compliance by private companies with the Civil Rights Act are worse than the problem. We get HR departments that waste company resources doing compliance paperwork. And reverse discrimination, giving less qualified candidates jobs just to fill a quota.
