Even if measures to offset climate change reduces prosperity, they are still worth it

What does "offset" mean? Does it mean using carbon capture to "offset" the CO2 that people put in the atmosphere when they drive a gasoline car?
Does it mean a driver driving slower so that she uses less gasoline (and spits out less CO2), thus requiring more hours to deliver stuff, thus her boss makes less profit because the boss has to pay the driver more?...

Does it mean having tax-payers paying a lot of money to build mitigation construction so a few people can continue to live at the shore of the ocean (where they've known for decades would be uninhabitable)? Does it mean paying for mass relocation of humans and animals?
