If asked "are there any firearms in your home?" and you respond "no.", does the fact that you have all the parts to make one within your home- a liar? Does a compmletely disassembled firearm count as a firearm? If not, then clearly someone did not think this through. If so, then most US citizens already do in some shape or form unbeknownst to them...

@lucifargundam intent is usually how you solve these things: "are the parts there by coincidence or can we prove you intended to build a weapon?" is probably the question a court would try to answer.
