JCB is a manufacturer of industrial excavators and it's machine are widely used here so JCB has become the term to refer to excavators here.
The meme came forth when some youtuber pointed out that the videos of JCB digging earth are getting millions of views from Indians on youtube joking about the state unemployment here.
