@PawelK One thing that would help in that situation is a well structured meshnet and optical connections to the US. It's similar to point to point radio but with lasers. Easy to set up, tear down or move. Enough links could be constructed to have some basic access. Government equipment would be scanning for radio waves.
Existing infrastructure could be piggybacked or cables buried and sent to different locations to make the links more difficult to find. The meshnet could be propagated with inexpensive devices that might not need to connect outside the country. Easy to deal with losses and relatively easy to keep authorities guessing.
It wouldn't work forever but the resources needed to track down all of the new sources would make it more likely that they wouldn't be able to keep them all knocked out.
