Its a lot easier to mess up the data around number of cases than it is to mess up the data around deaths.
So if that presumption is correct then it suggests we have a change in reporting on cases and not in death toll and as such still supports the assertion that the USA is handling the COVID situation very well.

We have been including all cases for a very long time now, it isnt restricted to hospitals.
Claiming that a chart where deathtoll strongly trends towards 0 is a failure is a huge stretch. the numbers dont suggest a failure at any point. In terms of death toll the USA has exceeded most countries. Only a few countries like germany have done marginally better.

Now if you really want to talk about failure look at the world wide COVID death toll chart and compare that to the USA.. clearly the USA isnt the one failing at this.
