In the US the wealthy choose who is in office. They pick people who they can easily bribe. If the officeholders ask for too much money in return for their laws and policies, then the wealthy will just replace them if the cost of replacement is less than the price that the officeholders are demanding.
A more expensive leash just means that fewer people hold the reins.

Judicial appointments should be non-controversial. Historically, confirmation votes got huge majorities.
The reason why it's political now is because the entire system has become corrupt. Part of that corruption is that judges are making political decisions rather than deciding cases based on the law.
The only solution to this is a revolution -- a complete reset.
There are 100 senators. If she resigned, there would be 99 until Newsom picked a replacement, or until 2025 when the newly elected senator is sworn in.
