For the first time, Putin commented on the reasons for the Ukrainian Armed Forces' offensive in the Kursk Oblast.
The Russian dictator initially called the actions of the Ukrainian Armed Forces a "large-scale provocation," but today he said that with this offensive Ukraine is seeking to
"improve its negotiating position in the future."
Putin also said that new "destabilizations are expected in the border regions of the Russian Federation, including the Bryansk Oblast."

Russia is launching newly manufactured missiles at Ukraine, which may suggest a rapid depletion of its pre-war stockpiles, according to The New York Times.
Analysts from the British non-governmental organization Conflict Armament Research (CAR) examined the Kh-101 missile that struck the Ohmatdyt hospital on July 8 and determined it was produced between April 1 and June 30, 2024.
"This indicates that Russian forces are using these weapons as soon as they come off the assembly line," the article states. It also highlights that Russia continues to produce advanced weapons despite Western sanctions aimed at slowing down its production.
Since November 2022, analysts have studied fragments of 12 Kh-101 cruise missiles and found that most were launched within about two months of production. This, they believe, suggests that the Russian military has quickly exhausted its pre-war reserves.

Russia's financial isolation continues to deepen. The situation with settlements between Russia and China has become more complicated since July, when small regional Chinese banks began refusing to accept payments from Russia.
Russian businesses, which began actively using these banks to circumvent Western sanctions in May, have encountered new problems. Direct transactions in yuan are currently blocked in 98% of Chinese banks.
"America started a war, attacked us. I don't know why. We Russians are so kind and sympathetic."
Residents of Karelia, one of Russia's worst regions in terms of quality of life, shared their thoughts about the war in Ukraine.
"Why occupiers? Ukraine is very cruel to Russia. Poles and Finns have always hated us. But we haven't done anything bad," they say.

US senator suggested inviting retired American F-16 pilots to fight on the side of Ukraine
According to RBC-Ukraine, US Senator Lindsey Graham said that retired F-16 pilots who want to fight for freedom can be hired by Ukraine during a visit to Kyiv.
According to Graham, in this way, Ukraine will be able to use the F-16 aircraft transferred from the allies earlier, while its pilots undergo training.
It was not immediately clear what the process would be and if there are any obstacles.
