Democrats in both houses of the US Congress are open to the idea of providing aid to Ukraine on a credit basis, as reported by The Hill.

While the concept of offering aid as a loan is not the preferred approach for Democrats, they are still committed to ensuring that Ukraine receives the necessary support. Many Democrats are pushing for the adoption of a $60 billion aid package for Ukraine.

However, some Democrats are willing to consider the strategy proposed by Speaker Johnson to Republican senators, especially if it helps break the impasse on providing assistance to Ukraine.

"Democrats support aid to Ukraine. Call it a loan or whatever, but give them resources. You have to give them aid. If it will be a loan, then it will be help; if it's an aid package with no requirements, it's still aid," stated Homeland Security Committee member Benny Thompson.

Although few members of Congress believe that Ukraine, facing post-war reconstruction, will be able to repay these loans, some see this approach as a way for Republicans to demonstrate to their constituents that they are trying to alleviate the financial burden on American taxpayers.

Russian losses after strikes on refineries minus 10-15% of daily oil refining – Bloomberg.

Gunvor Group Ltd. Chief Executive Officer Torbjörn Törnqvist estimates about 600,000 barrels of Russia’s daily oil-refining capacity has been knocked out by Ukrainian drone strikes.

"It is significant because obviously this is gonna hit the distillate exports straight away," Törnqvist said during an interview at the CERAWeek by S&P Global conference in Houston on Monday. "So that will probably take down exports by a couple of hundred thousand barrels, so to me it’s a distillate problem."

Americans and British fear that the German state has been infiltrated by Russia and avoid cooperation

The United States and the United Kingdom are working closely together to counter Russia's invasion of Ukraine. Information is also shared with Poland and the Baltic states, but not with Germany. This is what Olga Husieva, a researcher at the Institute for Security Politics (ISPK) at the University of Kiel, told the authoritative Spanish newspaper El País : "This expert warns that Germany has been excluded from this cooperation for fear of infiltration by Russian spies into the German intelligence services."
Husieva considers it "very possible" that the cooperating countries will also operate jointly militarily in Ukraine in the future. The article deals with the latter option, in particular the question to what extent soldiers from NATO countries are already active. All experts agree that this is already the case and that Dutch soldiers are also active in Ukraine. “That's no secret,” Husieva said. This concerns advisors who provide training and investigate the effectiveness of the weapons supplied by allies. This is also necessary to prepare for a further escalation of the war to other European and/or NATO countries. The experts believe that it is a matter of time before that presence is expanded now that Ukraine is receiving more advanced weapons, such as the Dutch F-16s.
No NATO soldiers are fighting with the Ukrainian army. However, the Western armed forces are in close contact with Western volunteers, i.e. former soldiers, who have served in the Ukrainian army.
The direct reason for the article is French President Macron's warning that his country is prepared to send troops to Ukraine if necessary to prevent the country from being taken over by Russian imperialists. Last week, Macron repeated that warning . The experts say that the warning words are mainly intended to present the Russian aggressor Putin with a new dilemma and increase the risk of his military operations for him.
