A lot of the issues are general site philosophy and direction, I would keep it at the upper, more open lounge level.
Either would do, moderation makes sense to me as it is a rule regarding moderation.
Yes, I can see the relation to Moderation. My suggestion of the upper level is because so far it's been open and broadcast to all in the fedi interested in following it.
But Mod area is still visible by default, no? I think it is, even for non-logged in users?
I just finished creating two new threads for discussions regarding the themes which are mixed in this and other threads here.

Thank you, I am not shy to push the New Topic button, it's jsut that arteteco mentioned seeing 3 different issues interleaving on the current thread.
Each is important, and now we have to start over, with links back to posts here if possible, summarizing each of the issues.
