Moderators, please defer all account deletion requisitions to me

I recently had a very suspicious account deletion request come in from an email attempting to spoof the actual account holders email, and they did a poor job of it.

I want to double check that any requests come from the email on the account as well as make sure they can receive replies on that email (if it doesnt use DKIM) before fulfilling the request.
