It's always astounding just how loud these old computers are. The noisiest part is the harddisk, but the power supply fans anen't holding back either.
Usually for an old PC like this, the power brick is an off the shelf part, and they're still made 30+ years later, so it's easy to get a brand-new one that is virtually silent.
For the hard disk, it's not a question if it will fail (if it hasn't already), just when. (Easily replaced with a [silent] CF card solution.)
