There's a historic reason why Qoto doesn't block by default. Read a few comments up, @freemo linked the blog post with the history explained.

And every user can block those unwanted domains with ease. If they managed to comment on @ypc_bunsen 's post or you managed to read theirs, then you both have not blocked them, which you cannot fault Qoto for.

Additionally, we have linked to the Fediblock list before that every user can import.

If @ypc_bunsen wants to start their own instance, that is absolutely fine. This is not a prison after all. But to think of excuses like this is a bit lame.
