I would say very close. he has removed moderators, those moderators have or had experience with the platform, users, behaviour so could spot the signs and act early on posting of illegal images.
Other countries have beaten the UK to it in terms of an online harms bill Germany has sued Twitter over holocaust denial and anti Semitism.
I would however guess it is rather difficult to 'collate' evidence, if anything concerns NEED to be passed to the authorities so they can take action and gather evidence without falling foul of the laws on possession and distribution of this material.

To be fair when he said he would order the bombing of Iranian cultural / historical sites, if Iran attacked US ships in the region, his generals told him rather robustly NO.
I don't think we use the Alphabet song as much over here in the UK so never noticed, but thinking about it, yeah, Alphabet song <> Twinkle Twinkle little star.
Then again may be this is used more with younger children as in Nursery / reception in UK schools.
