By definition, criminals are criminals because there are laws. Making it illegal would just create more criminals out of otherwise innocent people.
But by all means, let's go down the rabbit hole of cryptography as it bleeds into individual rights and make it illegal for people to look, speak or.act different from each other- for fear there might be a secret subtle tell they share amongst each other.
