I didn't follow the link on this one, but I can image a case where that could possibly be legit, if they also had, e.g., <div class="list-item2">, <div class="list-item3">, etc.

A respirator can stop all of those viruses plus all of the variants of CoVID-19. (Except the STDs, unless you wear the respirator over your genitals, which wouldn't be much fun. Also, someone is probably not going to spread STDs to their friends or family, unless their friends are very good friends or their family is very bad family).
Trying to think of applications of that function... error detection, image processing, and maybe signal processing? I don't know...
There are a lot of reasons, but mainly:
1. poor crisis planning/management by leadership
2. corruption
3. public mistrust
4. widespread lack of critical reasoning skills
Also, I believe we've had an intense, prolonged exogenous disinformation/psych-ops campaign directed at us which has exacerbated most of the above.
Relaxed restrictions didn't work too well here in the states. During the past several days we've had a number of deaths equivalent to the 9/11 attacks each day. Very sad.
I think shrik3's solution is the most efficient -- shift right, use the LSB (least significant bit), mask with "1", then no need to test/compare since the result of the mask is all ready to add to the count.

Yes, not being in public places is the safest way.
The variables are continually changing though because of variants, immunity fade, etc. The variants are so transmissible now that source control with cloth or surgical masks probably doesn't make sense anymore. Also, social distancing is not very effective either since it's basically an airborne disease now like measles. That's why I now recommend respirators for personal protection (PPE), rather than masks as source control.
I don't think we have a law right now that requires stores to do it.
Yesterday, I went to my tailor's shop and they had a sign on the door that said masks were required, but when I walked in, none of the staff were wearing masks. But they quickly put them on after I walked in. If anyone there was infected, I'm sure the shop was filled with airborne virus.

CDC put the mask recommendations back in place, but most folks didn't hear about that.
Most stores where I'm at have reinstated a mask requirement.

Also, yes, the test would come before the shift, unless you were testing the carry flag, but I don't think C can do that.
For example, after the shift left, if you want to test the MSB (most-significant bit) of an 8-bit result that looks like this:
10011000
You could do a logical AND with a mask that looks like this:
10000000 , which is 2^(8-1)
The result is zero if the MSB is zero.
There may be a specific C++ operation that can directly check the MSB without using the mask, but I don't remember if there is or not.
Note: The 2^(n-1) allows for an arbitrary number of bits, but you'd probably know that already in advance and could just use a constant.
