Im not sure nonpartisan is an honest term here. Civil servants are heavily democrat in their breakdown last time I looked at those numbers, very heavily. This is likely why trump wanted to replace them, they are heavily partisan against him.
That said what we mean is if those positions are hired without awareness of party affiliation or not. I do tend to agree with your premise that they should not be hired specifically due to their affiliation.

Well it wasnt the media doing that for no reason. For 8 years now all the left has talked about was Trump, from the moment he lost. As always the democrats are their own worst enemy, they spent 8 years advertising for the man every time they complained. If they had just moved on and worried about actual problems he would have never stayed relevant and the media wouldnt have cared enough to cover him.
Smart move since unlike my statements this is a complete fabrication. We dont even have the data yet about party-affiliation specific demographics of the vote.
Then how did Hillary win the primary? Clearly a majority of dems can and have supported a female.
