Trying to explain argument variables to my kid brother and realized that HTML and CSS don't have functions that take args. Case there against them being programming languages?

Today I heard that a survey of our college students said "we hate responsive design" and want native apps instead. My career philosophy has been just the opposite -- web apps good (+ open source by default), native apps untrustworthy and wasteful.
