A few years ago I made this flow chart of which Mastodon posts end up in which timelines!
So, you can see how each instance will have a different local timeline, and even a slightly different federated timeline - and you can see why the federated timeline moves so much faster than the local one, too.
This is why it's important to boost good posts and use hashtags - the fediverse is fragmented and harder to search by nature.

If by more relaxed you mean spam accounts that arent active and just cross-post posting im not sure thats a good thing. Our rule basically comes down to not having an account here you ignore and just spam cross-posting to, which personally I am quite happy we dont have that here. As long as someone isnt spam cross-posting as I said its not an issue.

We also frown upon crossposting originating on the twitter side since it often tags, replies, or retweets twitter content which we cant see here. But cross posting from here to twitter is usually fine.
Oddly enough I **wannt** Elon to take over twitter, largely due to is minimal censorship attitude, would be a huge improvement.
That said I would not be very happy with him turning it into something you **need* to function in society.
